Simple fender stay truss rod question

Which order do they bolt up? DO the truss rods go on the front axle first or do the fender stays? I have seen pictures of bikes online that have it both ways. I would think the truss rods would go first and then the fender stays over that....and then the axle nuts. Perhaps not. Perhaps it doesnt matter.

Well that ^^ answered your question.

I don't think it matters and maybe in some cases the fender braces will dictate. The catalogs also shows both ways.
