Smith's Cycle Speedo

Hi Gents,
I have a working Smith's Speedo with 2' drive cable and hub gear marked 28.
I'm unsure if the marking on the hub gear indicates rim size or number of spokes.
British Motorcycle, Moped, Bicycle...?
Please share any info with all of us in thread.

Figures , When I had my 1940 M-20 BSA I needed that speedo.. could not find one ..But that was 20 years ago..Long gone ..I think that is a motorcycle speedo, Looking at the drive it looks like would go on a motorcycle , British for sure .
