Solid wheel Prewar?

Can anybody shed some light on this bike, especially the wheels? Snyder built?
Found in the Lounge forum in the "babes and bicycles" thread, page 750.

I would guess those are custom made disc wheels. Chainring does look Snyder. V/r Shawn
