One thing I do first is stand the bike up perfectly plumb, then take a tape measure from the ground to each end of the bars to see any difference in height. From there I know which end to move up or down to get it correct.
Wouldn't it be more accurate if you asked the wife or girlfriend if the bars look bent? Then ask her which way do I need to bend them and how much?
I like to take them off the bike and set them on a flat work table to do my checking and measuring.
