Sturmey Archer hub? What is this?

I found a beat up old Shelby bicycle. Probably out of the 50s. I don't recall seeing this hub and brake setup before. Is it original to the Shelby? And what is it ?

I know nothing about Shelby. There was a Schwinn that showed up here the other day with a SA drum set up. I believe Schwinn offer this equipment for a short time in the 50's.
