Tandem parts?

A friend had these and thought the were Colson steer from the rear ( I forgot to take a picture of two long steering shafts ) But these cranks (missing one arm) appear much older than a Colson anybody recognize brand and year

Cleveland Lozier possibly?
They used that tight drilling for the chainwheel.
