Teens Elgin perhaps?

Probably 20s or 30s, not my norm here guys.
Going to go look at this today.
Lots don't look right but, the short headtube is a mystery to me.
Has wrong fenders and fork.

Anyone got a good guess?
The chainring looks Elgin. A Motobike I'm guessing.

thx.. isn't that an Elgin chainring? Guess it could have been swapped at some point.

Looks Westfield. I vote early 30's Elgin.

It was way too rough. Left it there.
BB and headtube had zerk fitting holes.
I'm confident it's an Elgin.
