Early Shelby? (which was mid/early 1920's, at earliest)?
2-5/16" is a Shelby indicator, as are the flush head set cups.
Shelby also used an British thread for axle/chain adjusters.
Relatively fat bridges between the stays makes me think Shelby too.

Would look nice with a "Lindy" head badge.

Oops, fifteen 16ths. A little over 7/8”.
Perhaps an E.C. Simmons badge might fit; banner, laclede, etc., more of the turtle shaped outline. But then who made E.C. Simmons bikes (and when).

Features that may look something like a Shelby could be explained by the company’s adoption or adaptation of others’ designs; as Shelby entered the bicycle market when others were just about giving up.

I have the large version of this frame. It has orange paint under the over paint with green darts at the head tube. I bought a Simmons Westminster badge for it and it fit perfectly. I'll post some pics when I get a chance.
 
Simmons sold double bar bikes pre-war.

And it appears that they may have changed frame suppliers, over the years.

Note the earlier reinforcing band where the truss bar joined at the seat tube/mast.
