I"m thinking the fork is a replacement... paint job was done over, but the headbadge decal looks like it's been on there a good long time, can't be original right?

Looks like a Frankenbike. Shelby wishbone frame, looks like an Elgin crankset. Decal looks like a Snyder built badge. Wald pedals. Possibly replacement chrome fenders.

My guess is that it was originally a Shelby Eagle. (Wishbone roadster frame with holes for a badge)

regarding possible respray --

two spots to check for signs of original colour are steerer and interior of shell

"Standard" name can be a source of confusion as there are two or three different Standard marques in Germany, one in Belgium and one in Australia.

at least this transfer clears says "U.S.A."

the presence of holes for headplate fasteners makes one wonder which came first, the transfer or the headplate holes. would think it unlikely both are "original"...
