I think that the outer scale is reading the temperature in 'Fahrenheit'.
I can't work out the inner scale though, can you enlighten us?

The inside reads in Fahrenheit also. Numbers offset on both sides of centerline.
-30, -20, -10, 0, 10, 20, etc.

Your right, from the point of freezing FRZ it's minis downward, from FRZ upward the numbers are staggered in 10° increments,
