Well it's not a "This is a very early racing bicycle" like the discription says....

I can't tell you how many times I've dealt with sellers who was sure the bike they were selling was a "Racing Bicycle"..... One of the bests was a guy with a tall frame shaft drive bike with a rack and basket..... Thing was very heavy, but he knew more than me. So he still owns that racing bicycle.....

If it is a 'racing' bicycle ... the seller has the bars down-side-up.

Cool scout handlebars, early luggage rack "Miami"?, Chief rear fender?, deluxe drop stand, rear clincher wood rim on Morrow hub, block chain on that larger chainring, etc.
