TOC bracket use ID needed - a real head scratcher

I thought it is for a racing number plate - small that sits inside of frame.

What diameter tube does this clamp fit around - inside diameter of the clamp?

If 7/8' probably for handlebar, if larger probably for something on the frame.

Considering that this clamp does not look very easy to spread open to fit around a frame tube, I'm personally leaning toward the idea that it slides over the exposed end of a tube such as a handlebar.
