If the post is 13/16” with the 1/32” (all around) shim, then the post likely measures 3/4”.
Other manufacturers besides Colson, in the 1930’s and later, and Great Western, in the 1920’s, may have used 3/4” posts.
GWM bicycles that I have seen used GWM posts and the shim, for some reason.
 
I would say the shim is more like a beauty ring, the seat post tube ID would be 13/16".
