TOC frame, seat post and fork

Believe this frame and fork to be toc. The fork seems a little tweaked and the bottom bar looks to have a slight bend in it unless it was made that way.
This is a bit of a tall frame measuring 22 1/2" from the top of the post to the top of the crank. The diameter of the top tube is 1 1/8".
