TOC Hardware ID- Someone will recognize this gear

Some very ahead of its time TOC hardware here I’m trying to ID.

I’ve come across this hardware a couple times now but independent of any particular bicycles.

Does anyone recognize this gear or associate it with a particular maker?

They look like adjustable seat clamps. The one on the left would clamp to your lucky 7 post, and the one on the right has a post attached?

I understand what they are, I’m more curious about who made them.

Pretty distinct design compared to the standard for the period.

Sterns had pat. on a adjustable seatpost. It may be pictured in a cataloge.
