Very cool big-tubed (seat and down) frame Brant...slack angles to boot! Know little regarding the toc stuff, but I just love the angles and geometry! Mullet wheels may add to the slack look. Columbia/Pope comes to mind. Chain ring, again is MC Excelsior or Miami with the drive pin location and could be swapped in later as you suspect. No help regarding the Frame/Fork really, but these sweetheart rings with the drive pin between the arms could have a 15/16th center opening or 1" center opening. As we know, Miami's definitely sported the 1" center hole but may have also made them in 24 or 22 tooth with the 15/16th center. This I do not know for sure but suspect so.. You could certainly measure the center opening of the ring if you ever decide to tackle that BB to inspect it.... The TOC guys here must recognize that fork and frame! TOC guys report!
