TOC Unbadged Lady’s w/ Unique Build Features

Another “what is it” folks?! This is a lovely built TOC ladies with some very unique build treatments I have not seen before. The termination of the down tube and bottom bracket are different, the “cove” profile top head tube bearing race, the front position seat tube bolt, and this fork should assist a proper identification. The vertical orientation head tube screws are approximately 2.5 inches center to center (maybe a hair off). The bike seems mid-1890’s. Thank you for any help! Kindly, Brant
