Found many Rex Bicycle references from 1912 through 1939 newspapers. A couple of the references say Davis made and a later one says Shelby made.

April 5, 1912 (states "duplicate of a higher priced bicycle made by one of the leading makers". Could this be Schwinn?)

Brant, a picture from my serial #411,xxx Schwinn moto frame with similar lower fender mount/stays. Bridge is rolled/seambutted.

Your frames' seat stay fender bridge looks more like an early, pencil thin Westfield style. The motobike seat stay below w/trumpets.
