Well I guess we are both dinosaurs, LOL.
I own and use lots of torque wrenches for automotive and motorcycle repairs. I have never used a torque wrench on a cotterless crank.

Our shop procedure was to use a large 4 by 4 against the crank arm and Wack it once with a large ball peen hammer, then snug up the crank arm retention bolt (or nut). It might look crude, but we never had a crank arm come loose or damaged a crank arm. We also believed in a thin coat of grease on the spindle flats before the arm went on.

He's asking if you have French or Japanese pedals when it was factory shipped.

Using a genuine TA remover is important on your cranks. I have the same issue on my Paramount Tandem TA cranks.

Thanks for your interest! I actually just received it yesterday via ups. Still putting it together. I'll post a pic tomorrow from the previous owner. It's taking me a bit of time since it was damaged during shipping. The major issue is the seat tube took a hit where the seat post enters the frame and is preventing the seat tube from installing into the frame. It's a minor dent that I believe any machine shop can fix.
