Trying to identify some prewar men's Seats. Help?

Trying to identify some prewar maybe war time men's Seats.
I'm thinking the long spring is a mesenger and the shorter spring is a persens maybe?
I'm also trying to figure out the years.
Any help is greatly appreciated.

the persons has the faux compound springs, think that puts it earliest ~ 1939 or1940?
it came on a huffman bike or two, perhaps a westfield also?
