Unknown Brand badge

I was wondering if anyone is familiar with the design. I believe it is hand painted. It may just be someone's custom design after a repaint. The frame (Italian?) has no maker marks, but is apparently hand painted itself in a patchwork color pattern similar to old Look pedals, boxes, bikes; or La Vie Claire team ala Piet Mondrian.

I'll post a frame photo when I get a chance. I think the frame is from late 70s early 80s.

The seller must not know much about bikes because there is no indication as to the frames country of origin, threading type, drop-outs, or any dimensions; photos were limited also.

I will admit that it is a charming looking paint job (excepting the "head badge"), but it is difficult to determine the quality of the work unless in hand.
I already inquired about threads, etc.; but no reply related to my query. Unless I get much more info and photos I cannot see buying it.
