Jesse - - I don't have much to go by in the way of tandems but about 50 or 60 pics ( racers etc ) and thought these were kind of close anyway :

On the Wilhem for 1895, maybe for 1896 or '97 its was more like yours. Again these are only close samples and they always change yr to yr.

I think I saw a Syrcuse tandem with those same lugs.

I was thinking Crescent, but couldn't find an example online. Lots of frame details are similar (lugs, dropouts) as well as the badge hole configuration.
 
I gave the bike a thorough cleaning prior to posting for sale/trade and beneath the grime build up on the bottom bracket was all the information I needed.
Albert & JM Anderson produced out of Boston. Very few of their bicycles survive according to the Wheelmen collective conscious, this may be the only surviving two man tandem.
