Very Early Wood Spoked Metal Hoop Wheel ID

I think these are from the mid to late 1800's. I don't know if these are for a bicycle or not but the axles appear to be able to be fit into fork ends or dropouts. The spacing is about 5.25". These have steel hoops screwed to the wood wheel with valve holes. Diameter is about 25.5". One picture shows oval metal plates affixed on each wheel. I need to look at these closer for markings.

Since the hubs on both wheels look the same these could be Sulky Wheels (circa 1893)
