VIM bicycle anyone have info

I got this VIM bicycle. I know little about this era of bikes so any info would be appreciated. It says Buffalo NY.
Looks like racing handlebars but rear fender doesn't go with racing theme.
Frame looks identical to the one on my Harley Davidson bicycle. Those are my observations
