I believe this axle mounted was designed for mid 20th century motorcycles and mopeds but would fit very nicely on a vintage bicycle.
As found patina condition, once it gets a cleaning the outer disc can be removed from the base to add desired plate or tag.
This one still retains the last registration tag behind glass.
Great for custom tag, graphic, club insignia or even period advertisement to match your machine.
