It's also had some repaint work.... paint on the lower pat. decal and some rework on the guard just below the white color and around the crank housing ... why?

No it hasn’t. It’s been sitting in my 95 year old grandmas garage in the same spot since my dad hung it there when he went to college.

Is the tank rusted through on the lower part or is that just chipped paint?

No it’s not rusted through
