Nice find. Japanese, i believe circa 60-70s. The saddle is incorrect. I see flat tires. How bad are the tires? If they are 26 1 3/8 BE "beaded edge" they are not the same as raleigh 26 1 3/8 westwood rims finding BE tires can be quite the challenge and I think thats the downside when dealing with this types of bikes, other than that they do ride really great.
