As far tall frame using a different fender? I don't know ..I will do some measuring and compare the tall frame with a 18 inch frame .

26 inch wheels, 20 inch frame (center of crank to top of seat post measurement)

Did some measuring , fenders are the same ...No difference. The only difference is the frame dimension from the seat post down to where the rear fender bolts to the top frame brace ..
