Tires non original is fine, if needing respoke or has been respoked is fine.

MEANwhile, it's another great "Rider".
 
I have a bike of mine in mind. It's been disassembled and boxed up for many years but I think it fits the bill. Its a 1960 middleweight boys model in blue with white enameled S 7 wheels. It was either a Speedster or Tiger model, I don't recall although the rim set I think were chrome for those two models. The white enameled set were on the spitfire. It's got a cool faded look to the paint. If serious, PM to discuss. I'm not far from LA.
