weard old bike horn looks to me to be made out of shoe shin cans

If it hasn't blown up by now, I think your safe. Try opening the back to see what the batteries look like, since it's working. My guess, if not WW2 Japanese, depression era manufacture of repurposed items. Looks pretty professionally done, from here.
