Hard to say just based on seril numbers but it appears to be CWC's anywhere from the 30's to mid 40's . Ya need to post it here, 'Cleveland Welding S/N Project': https://thecabe.com/forum/threads/cleveland-welding-s-n-project.2705/page-20 AND as there's a bunch of changes to help date too, photo of whole bike, photo of drop out, seat post clamp. any special features, decals etc. and this bottom bracket of serial # too.

At first I thought it was the same bike. Reversed color scheme. Love it!
