the electric item is a vintage aftermarket automotive fan that is missing the blades. probably got them at a garage sale and thought they go together.

sold for just $16.50. isn't that a new departure 3 speed in the box? or parts at least. those fans go for good money as well but that one is missing the blades.
clueless seller and a very poor title. he did not research what he had, maybe he does not have a computer.

Looks like it was just the extra or removed parts, put in the box, after a 3-speed conversion was completed.
