What is this bike? I have had the photo saved for years, I googled the image today and only found nothing on it... I expect it has been discussed on here before but I need to know!!

I just sent the builder an email asking about the bike, if he still had it, updates and if we ever did take molds off it.... I will report back if I hear anything!
