What is this belt drive wheel?

Hello,
I got this very heavy duty wheel today at a hot rod swap. There’s a belt pulley on one side and a special attachment to actuate the coaster brake on the other.
What is this crazy thing?

This is what the Alexander (Rocket) wheels look like. So yours isn’t that.
Very interesting piece though. Hopefully someone knows what you have.

bottom is a whizzer sheave the other has a rocket sheave but wrong brake arm

Looks like a aluminum pulley. I don't see anything Whizzer about it. Unless you are saying it is one of the buzz bombs pulley that they call a whizzer want-a-be.
