After much review and clues from others here, it appears to be a 1921-23 Shelby Cycle Frame Builders frame and frame alone. Everything else not. The fat, Shelby-like lower chain~stay bridge with no tabs, (Shelby Cycle Co has tabs) two 1" top tubes and the distinctive lower bar miter design points to SCFB. If the upper fender bridge was still there in all its' fatness, we would have even more to support this position. 688 away .What year is it and thanks and i will close it

I’ve never seen a good chart for the early bikes and if Pete says ‘21-23 that’s probably as close as you get.
 
Might be time to put this one to bed and call it Shelby 22-24: close enough. Thank you Shawn for the kind words and confidence as to. We know the early Shelby Cycle Frame Builders bikes are few, so we can mis-ID frames like this . Yours is a smaller frame much earlier than my #205150 SCFB bike below but is similar. What is odd with yours is the wide looking seat /chain stays. The missing fender bridge and no intact parts value it little, but its a good example for prosperity. For sure read the above AS links to some badges that may fit?. Yours has the same distinct badge outline as my Orange moto. A "Cadillac" "Lawlors" "Tiger" or maybe another unknown one might fit your frame.
Badge outline Screw spacing also may match. Would be near impossible to find original parts if that's what you're thinking...just my opinion.

Yours is a smaller frame than my #205150 SCFB bike below but similar. What is odd is the wide looking seat stays on your frame. If you did not already get tipped off above by the AS links to the once-attached badges, look again. Yours has the same very distinct badge outline as my Orange moto. The cabe is a rolling encyclopedia it took the cabe a couple days you are the best of the best me couple of months and nothing i am not going to paint the frame i will try to find some parts and go for a ride 1922-1924 Shelby frame Thanks
