What is this, Tank? Muscle? Alien?

@Rivnut I saw those but this appears it may have a 24" rear and 20" front and is a smaller muscle bike size frame. At least from pics. Not my bike, just interested as I have not seen a muscle bike with a tank. Could just be some mash up.
