@Wianno96 welcome to the CABE. Your bike is most likely not pre 1933, more likely post 1933, try reposting in https://thecabe.com/forum/index/vintage-lightweight-bicycles.11/ section and maybe try revising your subject title to something more descriptive such as "European style bicycle identification - help requested" to give us a clue what you are requesting. With a title of "What is this?" makes me want to reply "A bicycle".
