The particular is the fork, round and not flat and the rear frame.

The closed dropouts on the forks definitely suggest late 1890's.
There was a Peugeot for sale in France recently that had a very similar style of rear dropouts, but I can't remember where I saw it unfortunately.
Nice frame, shame about the extra holes drilled near the fork dropouts, easily repairable though.

Infact the inside diameter bottom bracket it is possible ti measure 38/38,1 millimeters?
Then the total of bottom bracket measure
70 millimeters.

I don't know why...

Have you another information?
 
38/38.1 is an unusual size.

Is the internal thread on the chain wheel side of the bottom bracket left or right hand thread?

That's the wrong type.
In your photo, the bottom bracket is clearly threaded on the inside.
