What make is this?

I bought this rolling frame about fifteen years ago for a reflector that was on the Wald fenders. Never did find out who made it. never had a metal head badge (decal) and the inside of the chain ring is stamped with Pope in script.

Hey K, another nice bike. It looks like bare steel, how do you keep it from rustng, or has it since been primed and painted? Did you strip the frame yourself? How did you do it? Sorry I can't identify it. Did you go through the chainring thread?
