Is the fork set-up correct? It just looks wrong as if the fork was cut and bolted to springer. That's why I posted so many pictures of it. Not a single comment!
It also appears the rear rack was set up for a rider with the loop as hand grips. There also appear make shift foot pedals. Me and my imagination I suppose.
 
Not the standard M & S springer but they are known for sourcing most of their parts from different companys so who knows, could have been a short run, it doesn't really look homemade, neat bumper on that rack!
