What year is this Schwinn bike?

I have not seen this bike yet, but it is a half hour away from me. He is only asking $100.00 for it. Looks like the fenders are a re-paint, but not sure about the rest. Would like to know about the year it was manufactured and if it is worth to buy.

Just got back home with it. Surprised the under side of the fenders are clean with no major rust except a very little light dust type rust. Too cold to work on it now, but I am open to suggestions on removing the white paint and bringing out the original blue color a bit more. I did not have the nerve to remove the old seat cover, because we all know it was not put on there to keep the original seat looking like new. HA HA HA!
