what year with the top hat on chain guard?

well here we go again,serial number under bottom bracket and it doesnt show in the listings seial number found on dropout afterall looks like a 61

Yes, those decals only came on the Traveler and only years '59-'62.

Nice bike once the issues are fixed.

One nice thing about SA hubs is they are dated. The bike will usually be with in one year either way of the date on the hub. Unless of course the wheels have been swapped out. I doubt that's the case on this bike however.
