It pivots on the staff. Wheels are made to spin in a breeze but only the front actually spins. The rear wheel spins when you give it a flick but it has just a little bit more friction than the front and won't go with wind. Well, I should add that we haven't had wind enough to make it go. I'm not hoping for such a wind.
