I would use chemicals before mechanical. If feasible, it will save your hours of time and do a better job of saving the existing paint. OA baths are the only thing I know that can remove the rust in and under the paint. It also brightens the paint a shade or two right out of the bath.
Whether or not this is an option for your white paint I don't know - it would be easy enough to dip a small section for a test. someone else here may have experience with it. So far I have not had any issues with decals being damaged but your results may vary.
