Who made this little tire driven Klaxon style horn?

Picked up this little Quacker off the bay recently....
Does not look like it was ever used?
No markings on it I can see and poking around have seen several other style ones but not this one..
I'm thinking it may be missing something as I do not see how it's held against the tire like other tire driven sirens and bells..
Any ideas as to who made it and when??

Blix 1940s? Supposed to have a chain and handle to hold against the tire- I think for kids bikes.
