If you're talking about a wood rim meant for a singletube tire, NO these will not work.

You must have a singletube, or tubular as they're called these days. You can use a 700c tubular stretched over a 28" wood rim. Problem with tubular tires are they are normally a smaller casing. If you're going for the 28 x 1-1/2" tire look you'll be relegated to tubular cyclocross tires which can get very expensive and have a knobby tread most times.
