Would 700 x 28 Michelin tires fit a 1927 Iver rim?

do some research on clincher rims vs glue on or single tube tires size is too narrow

Nice bike, but most likely your wheels are for glue on single tube tires. If the tire stated above is single-tube, meaning it does not have a tube, the tire and the tube is basically one part. Then yes.
If the tire above is for use with tubes, then no.

To check your tires, just try to roll the tire off the rim a bit, it the bead s locked in (the rim hooks over), then it is a clincher, if it seems to be rolling off the rim and the rim area is smooth it is a single tube.

You will have to find another rim and relace it to the hubs and get those tires or , just spend the money and get repop single tube tires. like these

there really is no Cheap way of replacing wheels to retain the original look or prewar wheels. Im cheap and am still going to spend the bucks to get Velocity Blunts. These are rims with the same profile as wood wheel.

The real quick and cheap way is to find a set of 29r or hybrid 700cx38-40 rims and tires with a coaster brake. You will also have to make sure you have a correct front sprocket because most new bike are not going to be skip tooth, see what mean?
 
BTW that wheel set is nice dont ruin it

dont ruin that wheel set trying to get some new tires on them, the look nice for an original bike that would be ridden.
 
And yes......that is the bike. I have the original clinchers for display but I would like to put new tires on it. The fake single tubes are way too much money and most look fake.

The tires came off easily and I'm preserving them for display. The front holds air, the back needs some TLC, but I plan on re-installing them ay some point.

Clincher tires on a metal clad wood rim. Tubes in each tire. Not single tubes.

Measure the clincher bead seat diameter of the tires you took off. That'll tell you what you need to know. Then go here and see what size will fit your rim

Here's a pic of my 700c x 35 tires next to a 28" x 1-1/2" singletube tire on rim.

That is good they slipped off. Since they are clinchers, make sure to measure the bead and look for tires with that size. The ISO is the bead size, which is what will seat the tire bead. Since you actually have a clincher style tire it may be that you have to find the same size that is listed on the tire. Or find a tire with the same ISO and it should in theory seat correctly.
