Xtra long axle on ND Model C, purpose?

I have ND Model C coaster hub that came on a TOC tandem. The axle extends 1 7/8" on the drive side and 1" on the other. Appears on this bicycle to serve no purpose. Is there a reason for these longer than usual axle threads? I see them on a couple other mid century coasters I have laying around. This is not my era.

On the prewar bikes that had fender braces and carriers mounted to the axles they had to be a little bit longer. That one is really long!

Maybe you can put some buddy pegs on them or some spinners

Interesting idea but no, seem pretty integrated without taking it apart.

Barring separation being the case I can only imagine it was for some other special or one off application as it seems too long for any reasonable application.
