Yard sale find, drum brake, what is it, please tell me.

Set up at a town wide yard sale today and a guy seen all my bikes, he asked if I'd be interested in this so I bought it from him but I don't know what it went on, motorcycle, bicycle, moped. If anyone can figure it out that would be great. I know the obvious, it's a drum brake but for what. Thanks

There's 18 holes on each side.

at first glance there were a couple things about it which reminded me of the GriMeCa but there is no relation

agree that it is low end

will be interesting to follow along and see if another reader recognizes the maker...
