Year and make? Columbia Pope Westfield

Hi Guys, Any idea of the year and model of this bike? The head badge reads Hartford made by WestField, made in Westfield MA . The seat tube reads Pope, The front fender reads made by Columbia. The down tube reads Special. The gas tank has a star on each side and on one side there is a small strange picture of a dog or something? It has a New Departure hub two speed hub with the tope tube shifter. Clipper speedo with a Aluminum Delta light and twin rear lights. I would appreciated any info ? Thanks Rick

What's the serial number?... I should be able to get the year... Check bottom of frame or near the rear drop outs...
